Billy Ray Waller of El Dorado, Arkansas, was born July 26, 1956, in the Union Arc Community, Dodge City, Arkansas. He was the second son born to the late Charlie B Waller Sr. and the late Clementine Turner Waller. On December 14, 2021, while hospitalized at St. Vincent Infirmary Hospital, Little Rock, Arkansas, Billy quietly transitioned from his earthly home to his heavenly home to be with the Lord.

At a young age, Billy's parents moved to Dallas, Texas, where he attended C.F. Carr Elementary School. After his parents divorced, his mother and the children moved to El Dorado, where Billy attended Roger Jr High School and El Dorado High School. He joined the United States Army, serving his country at various duty stations, and was honorably discharged at Fort Carson Army Base. He lived in Colorado Spring, Colorado, for many years before returning to El Dorado.

He accepted Christ at a young age and united with the Union Arc Baptist Church in Dodge City, Arkansas. Billy enjoyed hanging out with his family and friends, watching football games, his favorite team was the Dallas Cowboys, and he enjoyed playing Deuces Wild and Spades and taking chances at the boat.

He is preceded in death by his parents, his paternal and maternal grandparents, three brothers Charlie B Waller Jr., Willie Brown, and James Edward Waller, and sister In-law Shirley Waller.

He leaves to cherish his memories one daughter Latasha (Preston) Espinoza of Colorado Spring, Colorado; one brother Gregory (Laurie) Waller, of El Dorado, Arkansas; one sister Patricia Ann Waller of El Dorado, Arkansas; sister-in-law Gwennette Brown of Dallas, Texas; four grandchildren: Janessa, Lanaya, Mario and Caniya all of Colorado Spring, Colorado and five great-grandchildren; two aunts Cora Turner of El Dorado, Arkansas, and Clara Mae Turner of Houston, Texas, and a host of nieces, nephews, and other relatives and friends.
